In the second, longest paragraph, you should go into detail about how exactly your experience and education make you the ideal candidate for the job/award/scholarship. The third paragraph is for wrapping up the letter and contact details, should the person want more information. Invite the person to read your resume, and let them know you look forward to hearing from them.
